In the Tuesday, February 10th Council Work Session, legislative aides Sylvia Cassidy and Alyssa McKenzie will present the final report of the STREEET Safety Task Force. This presentation wraps up a year-long initiative to address traffic safety across Fayette County.

What is the STREET Safety Task Force?
The STREEET Safety Task Force, formed in January 2025, is a cross-departmental task force designed to investigate and implement changes to city policy to create more safe streets for all modes of transportation. The acronym stands for "Shared Travel Requires Engineering, Education, and Enforcement of Traffic" – the three focus areas that shaped the task force's work.

Why address street safety?

In recent years, Lexington has seen a significant number of traffic accidents involving deaths and injuries. Between 2020 and 2025, Lexington experienced 225 collisions resulting in fatalities and 10,660 collisions with injuries – totaling 87,821 collisions overall.

In 2025 alone, there were:

  • 1,752 collisions with injuries
  • 41 collisions with fatalities
  • 15 pedestrian fatalities
  • 1 bicycle fatality

What did the STREEET Safety Task Force do?

The STREEET Safety Task Force was made up of over 30 volunteers, including residents, advocates, and city staff members. The group met regularly from February through December 2025, developing recommendations and creating a set of recommendations.

The task force conducted public engagement to gather input, including:

  • 569 responses through a traffic complaint submission portal via the Lexington Police Department
  • 61 participants and 250 total responses through Engage Lexington tools
  • Neighborhood meetings, newsletters, and social media outreach

What else has Lexington done recently to address street safety?

  • 2022: Council adopted a Complete Streets Policy that set a goal to ensure Lexington streets are safe for all transportation modes — cars, bikes, and pedestrians.
  • 2023: The city adopted a Complete Streets Action Plan that set more specific goals and tasks that the City could achieve, including creating a new street design manual, setting safety metrics, and more.
  • 2023: The Lexington Area MPO adopted the Lexington-Fayette Safety Action Plan, targeted at creating safer streets for all users.
  • 2024: LFUCG hired a Complete Streets Manager to begin implementing the Complete Streets Policy
  • 2025: LFUCG hired a Vision Zero coordinator and began working toward a Vision Zero policy

STREEET Safety Action Plan

The task force developed a 2026 action plan organized around three pillars: engineering, education and engagement, and enforcement. Several recommendations already received funding through the FY25 fund balance in October 2025 and are now in planning or implementation phases.

Engineering

  • Roundabout Feasibility Study: Collect crash data, select five locations, and release an RFP for studying potential roundabout installations
  • Traffic Circle Quick Build Pilot: Identify sites, design and build temporary traffic circles, and evaluate their impact on safety
  • Signalized Crosswalk Study: Release an RFP to analyze signal timing and integrate safety interventions at crosswalks
  • Quick Build Program: Establish an ongoing program to identify sites for light-touch safety interventions, design and build them, and evaluate their impact

Education and Engagement

  • Experiential Engagement and Placemaking: Identify capacity needs, develop programming, and determine funding for hands-on street safety education
  • Community Champions Infrastructure: Develop toolkits and programs to build a network of community advocates, including an education academy
  • Internal and External Education Capacity: Create training programs for city staff and develop learning and engagement opportunities for the public
  • Unified Messaging Support: Evaluate the High Street pilot project, determine funding needs, and release an RFP for comprehensive street safety messaging

Enforcement

  • Focused Enforcement Using Data Analytics: Use collision data to identify high-risk areas, pilot targeted signage, and evaluate impact
  • Inter-City Automated Enforcement: Research automated enforcement technologies, assess potential impact, and build coalitions with other Kentucky cities to advocate for state-level changes
  • No Parking in Bike Lanes Ordinance: Draft an ordinance prohibiting parking in bike lanes, gather public feedback through Engage Lexington, and bring it to committee
  • Drag Racing Ordinance: Draft an ordinance addressing illegal street racing, gather public feedback, and bring it to committee

Next steps

Following the final report presentation, the task force will disband. The recommendations will be integrated into Lexington's Complete Streets Action Plan and incorporated into ongoing committee work. The task force plans to request additional funding in FY27 and FY28 budgets to continue implementing the action plan.
